6 REPORT OF THE CLERK
The Clerk updated the committee on current allotment occupancy rates and the waiting list for allotments, which as been significantly reduced recently.
It was agreed to check the charge per pole made by Hertsmere Borough Council and a neighbouring parish council for their allotments.
It was unanimously agreed by this committee to recommend to Council to proceed immediately with the letting of the land at Stapleton Ave.
The Environment and Planning element of the draft 2010-11 annual budget was approved, subject to clarification as to the basis for the amount requested by the First Impressions project.

LEASING OF THE LAND AT STAPLETON RD
Cllr. H David explained that she is investigating the legal position further and will report back to the Committee.
Cllr. G Franklin proposed the land be divided to allow a green space and use for market garden purposes and this was agreed by the Committee.

7 LEASING OF THE LAND AT STAPLETON RD
Cllr. H David updated members on her research into the legal implications of this proposal. It was agreed that Cllr. H David be given delegated authority to decide upon the leasing of the land.
8 REPORT OF THE CLERK
The Clerk updated the committee on a legal dispute with a property developer.
The Clerk informed members of interest shown by a local community group in using allotment plots for the purposes of giving local children experience in growing vegetables. The committee expressed interest and agreed that good references would be required prior to the group obtaining charity status.
The Clerk updated the committee on a complaint received from an allotment holder at Allum Lane concerning rabbits.

6 LEASING OF THE LAND AT STAPLETON RD
It was agreed that Cllr. G Franklin would contact Mr C Herald with a view to arranging a site visit, to identify the parameters of any potential letting of the site.
It was also agreed that if the site is leased, an officer of the Council will inspect the site every six months.
7 REPORT OF THE CLERK
The Clerk updated members concerning the local community group interested in using allotment plots for the purposes of giving local children experience in growing vegetables. The committee agreed that the opinions of the allotment representatives should be obtained before proceeding further.
8 REPORT ON ALLOTMENT SITES
The Committee noted with interest and thanks the report submitted on ‘Enhancements for sustainability and wildlife at Allum Lane and Melrose allotments’. The report will be borne in mind when considering future developments of the sites; the committee will look into funding at the appropriate time.

REPORT OF THE CLERK
The Clerk updated members concerning various allotment issues and informed members about the poor state of the street seat at the bus stop outside Allum Lane Community Centre, opposite Deacons Hill Lane. Options within current budgetary constraints for improving the condition of the seat were discussed and the Handyman is to investigate further.

TO AGREE THE TERMS OF THE LEASE FOR THE LAND AT STAPLETON ROAD
Members reviewed the lease terms. It was asked that the Clerk would return the draft as a ‘Travelling Draft’ to the solicitors with the members comments included.

36. FORMER STAPLETON ROAD ALLOTMENT SITE
A Member reported that local residents had expressed concern about the amount of hardcore being deposited on the site. He had contacted the prospective lessee who had explained his proposals which appeared satisfactory. The site would be secured in the next few days.
Efforts would be made to complete the lease as soon as possible

FORMER STAPLETON ROAD ALLOTMENT SITE
The Committee considered an amended version of the lease which incorporated all the changes previously agreed and RESOLVED that it be approved and signed by the appropriate signatories as soon as possible.
